Kum Shing has been responsible for the meter replacement and smart meter installation in the North District for CLP. The project covers a wide variety of buildings and facilities, including residential, commercial, and industrial buildings, as well as institutions, community facilities, villages, transmitting stations, temples, and streetlights. Since 2019, the Kum Shing team has replaced over 550,000 traditional meters and installed more than 80,000 smart meters.

In 2018, CLP initiated a smart meter roll-out for their customers, which Kum Shing proudly supported by replacing the traditional meters that measured only electricity consumption. An online meter management system was tailored for data verification and exchange, featuring inventory management, work scheduling and tracking, on-site information collection, and quality control, enabling the project teams and frontline workers to streamline and enhance inventory management, work scheduling and tracking, logistics, and quality management.

The Kum Shing team had faced several challenges during the project stage:

  • Manage diverse property types and coordinate temporary power supply closures
  • Address indoor and outdoor accessibility issues and weather-related challenges
  • Efficient logistics and resource management for large quantities of meters and equipment
  • Maintain high-quality standards for accurate billing and system monitoring

To overcome the challenges, Kum Shing has implemented:

  • A comprehensive scheduling mechanism to coordinate temporary power supply closures and meter installations
  • Effective stakeholder coordination with property owners and occupants, facility managers, local authorities, and community leaders
  • Tailor-made online meter management system for client
  • Centralized storage facilities and specialized equipment to ensure safe and effective access to hard-to-reach locations in the New Territories
  • A comprehensive quality assurance program
