Kum Shing was awarded by the Highways Department for the management, operation, installation and maintenance of the public lighting system in Hong Kong Island and Islands. Under the contract, we manage and maintain over 30,000 road and village lighting points and lighting installations, covering roads, villages, gantry signs, roadside directional signs, public transport interchanges, underpasses, as well as the associated cables, ducts, peripheral items and system.

Our involvement in public lighting dates back to the 1980s. Today, our Urban Facilities team supports the HKSAR Government in managing and operating more than 140,000 public lighting points across Hong Kong, ensuring reliable, safe and efficient night time visibility through systematic inspection and maintenance. Beyond routine operations, our teams continue to work closely with the Highways Department to support the adoption of new technologies. This includes the territory wide LED replacement program launched in 2017 and the full deployment of the Smart Lighting Management System on Hong Kong Island in 2025, driving higher operational efficiency, improved asset management and enhanced service reliability.
